The OPR has the right of consent to (the adoption or amendment of) the support plan. According to legislation, the OPR has the task of giving its consent to the partnership's support plan (at least) once every four years.
The OPR monitors the progress of the implementation of the support plan. The council meets several times a year to discuss this with the director-director of the partnership. The council takes a positively critical stance and provides solicited and unsolicited advice to the partnership.
