Our support plan

Our ambition is for every child to attend school in their own neighbourhood. In an appropriate place, with sufficient support for pupils, parents and the teachers. We therefore build inclusive learning environments and no longer exclude children.

Education, youth and care professionals work together for and on a strong support structure. Where necessary, they stand together in front of the group, learning from and with each other. In this way, they stimulate children's development and well-being. Parents are also an essential partner. Expertise from specialised education becomes part of regular primary education. We build together to strengthen primary education: we share knowledge, inspire each other and know how to find each other. With always a priority: children are entitled to an inclusive learning environment.

Our annual plan

Our support plan sets out our plans and ambitions for the next four years. Each year, we make the plans concrete in our annual plan. This states what our plans are for the coming school year and how we will work on them.

Every year, we produce an annual report, looking back at the past calendar year.  

Annual Report 2025

In 2025, we took important steps in the movement towards inclusive education. With the new support plan, we further refined our course and laid a solid foundation for the coming years. 

A significant milestone was the expansion of educational care groups within mainstream primary schools. This means more and more children are receiving education and care in their own neighbourhood, supported by professionals from education and youth care. 

At the same time, challenges remain. The pressure on special education is high and staff shortages place a significant burden on schools and partners. 

Research and financial analyses confirm that investing in inclusive education not only contributes to the well-being and development of children, but is also a sustainable choice for the future.

The creation of the new support plan underscored the strength of collaboration within our network. Thanks to the commitment of schools, professionals, municipalities, parents, and other partners, an ambitious plan has been established that provides direction for the further development of inclusive education.

With confidence, we look ahead. Together, we will continue to build an educational environment where every child can learn, develop, and participate close to home, in a suitable place and with the right support.
